Small Engines (Lawn Mowers, etc.): Old Lawn Boy 2cyce OMC Canada Model, omc canada, mechanical governor

Question
Have a Lawn Boy OMC Model 5269.
Can't seem to get governor to regulate engine speed.
Runs wide open. Speed control also links to governor and does not work. I removed fly wheel and everything moves freely, but engine just runs too fast. All springs look in right place. Is maybe carb giving engine too much gas?

Does this model have an air vane or mechanical governor?  Is the carburetor butterfly shaft binding?  Is the butterfly shaft wore?  We recently have been seeing butteryfly shafts so wore that the governor can not turn the carburetor butterfly shaft.
