Small Engines (Lawn Mowers, etc.): riding mower wont start, starter solenoid, positive cable

craftsman 24hp garden tractor 917.273.220.  
when i turn the key nothing happens. the engine doesn't turn and there is no clicking sound.  the lights work, the battery is new, and fuse is good
i have read where you recommend jumping the starter/solenoid. please instruct on how to jump a starter and what to use to do so.

 Hello Wendell:

 Woah Wendell. Lets Check the Safety Switch for the Seat and the Clutch/Brake first. These are the Usual Cause for the problem you described. For jumping the Soleniod: 1- hook up the Cables to the Jumper Battery. 2- Attach the Positive Cable to the Starter Post on the Starter. 3- When you go to hook up the Ground; THERE WILL BE A FEW SPARKS. 4- Holding the Ground (-) cable to the Engine Block the Starter should turn.
