I bought a can of Gumout carb cleaner and tried to clean up the carb and even tried the overnight thing (note: carb cleaner does a nice job of stripping paint ... so my old red carb is now nice and silver :-)) but the carb and throttle shutters are still stuck

I found a few manuals online that I thought might be useful to others out there that have the same tiller. And I found the engine model number on the front engine cover adjacent to where the gas tank mounts on ... It was a bit corroded which is why I missed it the first 8 times I searched for the model number:

HH60-105090F
SER: 4163R

I talked to power equipment place and the replacement carb for this engine is a 631824

LOL - Daivid thats excellent, I'll keep your book sources in case someone else comes looking.  I am a weekend shadetree warrior like yourself heh.  
If your going to buy a new carb, well thats expensive but honestly.. you won't be disappointed.  These little aluminum carbs can develop issues in so many areas, sometimes it really difficult to diagnose a problem (they warp, crack, leak, stick-just about anything can go wrong).  A new carb can make an old engine run like..  new- heh.
You'll love the old horse tiller- they're rugged and do a great job.  GOOD LUCK!!!!
