Answer
 Hello Tom:

A New Mower? First lets Look at a Couple of things. 1- Make sure the Muffler isnt Clogged or Stopped up (remove the muffler to be sure). I call them Dirt Dobbers. They love to build Nest in the holes of a Muffler. 2- Remove the Blower Housing (Cover over the Engine. Make Sure that Nothing is Stopping the Air Flow Under this Housing (rats nestand ect). The Not Reving up and a Clogged Muffler go together. If this isnt the Cause of your Problem, Please let me know. Hope this Helps.

 Good Luck

 Respectfully

 John
