Small Engines (Lawn Mowers, etc.): TECUMSEH H35 THROTTLE LINKAGE, throttle linkage, holes

Question
i REPLACED THE CARB ON A TECUMSEH H35, NOW THE THROTTLE IS WIDE OPEN. I BELEIVE THE THROTTLE LINKAGE IS HOOKED UP WRONG BUT I HAVE NO IDEA WHAT HOLES TO USE. THE OTHE THING I NOTICED THE GOVENOR SLIDES IN AND OUT OF THE ENGINE ABOUT 1/4 INCH. IS THIS NORMAL?  THANK YOU

Answer
My best advice is to try each one...the manuals aren't clear on which hole to use...the best tip they offer it marking the holes before you remove the carb.

Make sure the rod is not binding...I've had this happen more than a couple of times.

Let me know if this helps.
