Answer -
I bet the problem is still in the carburetor.  Does the carburetor use a fuel pump and is there a brand name stamped on the carburetor, like Wal-Bro or Minkuni?

Almost all surging is caused by a leaky intake gasket or an obstruction in the carburetor system.
Let me know about the fuel pump and carb.
Eric
question: eric, thanks for reply where would the fuel pump be at do you have a schematic of the carb.?
Answer -
The fuel pump can be located in various places.

Follow the fuel line from the gas tank to the carb.  If the line goes directly to the carburetor, and there are no other fuel lines, then it does not have a fuel pump.

Some pumps are attatched the carb.  In this case you will find a vaccuum connected to the engine, usually the valve breather cover.

What is the engine model, type and code number?

Let me know.
Eric

Answer
Was there in thick, brown looking sludge in the carburetor?

As for the carburetor solenoid, it is used to prevent engine backfires.  When you turn the key off, power if removed from the solenoid and the plunger engages/extends and stops fuel from enter the high speed jet.  It sounds like the solenoid is working correctly.  If it were malfunctioning, then the mower would not start at all.

Do you have an air compressor?
Let me know about any sludge and the air compressor.
