Steering Column Repair: Tilited Steering column loose, high beams, chevrolet truck

My 1988 Delta 88 failed inspection due to steering column to loose. How can this be tighten?
My high beams only comes on when the steering wheel is tilted in upwards position is this problem related to the loose steering column too?

Yes the high beam problem is related.

They are broken down into step by step 2-3 minute detailed videos with instructions. Although the videos are for a Chevrolet truck, the column is very similar to yours.
