QUESTION: How do I remove the steering wheel cover on a 99 Nissan Altima to check the horn switch without deploying the air bag?

The quick answer is, you don't.  These are integral to the airbag module and the only way to buy anything is to buy the complete airbag itself.  the contacts are not sold separately and are not serviceable.

You will need to remove the airbag module.  Then you can check beneath it to see if the wire is connected to the contacts.  
Here is a page that shows how different airbag modules come off.  I believe the vehicle you are working on has 2 #50 tamperproof bolts (one on each side) that holds it in place.  You may have to remove a cruise control switch on one side to see the bolt.

Once the airbag is off, you will have access to whatever you want to check beneath it.
This car has a horn relay in the relay /junction box under the hood.  I would check that and the fuses before I went into the column.  Make sure the horn itself works by jumping the connections at the relay.
