Steering Column Repair: 1984 Delta 88 steering wheel loose, 1984 delta 88, tilt wheel

My Delta 88 was stolen and I had to replace the tilt-wheel steering column.  The mechanics putting the new one back together just got it working functionally.  The finished product is less than desirable.  The steering wheel moves too much to be safe to drive.  I took it apart and found that the turn signal cancelling cam wasn't oriented right because the entire steering shaft was off by 90 degrees.  The problem is that I am not sure how the bearings around the shaft and the two metal pieces that go around the bearings get put together.  When everything gets put together, the lockplate extends from the column so that the steering column locking pin doesn't engage.  The shaft has a lot of play and when the steering wheel is attached, there is a big gap around the back of the steering wheel and the column.

It sounds to me like the column he put in may be for a vehicle with an airbag...those have a longer shaft on the upper end to accommodate more parts up there.
