Steering Column Repair: STEERING WHEEL, power steering rack, lx 98

I HAVE HONDA CIVIC LX 98 MODEL AND I NOTICE THAT THE STEERING WHEEL IS VERY HARD TO TURN EARLY IN THE MORNING ESPECIALLY WHEN IT IS VERY COLD. CAN I DO SOMETHING ABOUT IT?

You are dealing with a very common problem in all vehicles that have rack and pinion steering. When I worked at Oldsmobile it was very very common to write as a complaint: Hard to steer when cold.
It sounds like you need a new power steering rack. I would not recommend going to a dealer because of cost. Try Midas, Good Year, Firestone, etc. You will find the cost much more reasonable and commonly these places offer a lifetime guaranty.
