Subaru Repair: noisy sub engine in cold weather, timing belt tensioner, steel pin

My 04 2.5L Outback is very noisy in cold weather. I used a stethoscope and determined that the noise was coming from timing belt tensioner. Since I was due for a belt change, I changed the belt tensioner as well using genuine Sub parts. Upon inspection I can see the steel pin that the tensioner is hitting. Despite changing the tensioner (and all the pulleys), the noise is exactly the same. What is the cause and how can I deal with it.  Thanks.

Hello Bob,

There is an updated tensioner bracket and A TSB (Technical Service Bulletin)  to go along with it.

We change the bracket out on most 2000 to 2004 Subaru's when we service the timing belt.
