Subaru Repair: 93 subaru impreza overheating, combustion gasses, electric cooling fans

QUESTION: My car is constantly overheating. I have to put water in the radiator every time I stop my car. What is wrong?
ANSWER: Well it could be lots of things but if you continue to let it overheat you may damage the breadbaskets or worse the engine.I cant give you an accurate answer without seeing it and im not sure what you have checked.If you are mechanically inclined and have the tools than i would start with determining if the thermostat is working properly,next do the electric cooling fans come on.Is the radiator restricted,are there any signs of combustion gasses in the cooling system.These are things to check ,

QUESTION: I am not mechanically inclined, and so I haven't checked anything. No the fans do not come on when I start my car. I know the AC compressor is out because I have no AC.I used to be able to turn on the heater and this would cool the engine, but as of yesterday this is not working anymore. I was told it could be my fuses, is this right.

Its possible the fuse are blown but the fans don't come on until the computer turns them on .Which is when the defrost is turned on and the car has a/c or when the a/c is turned on or when the car gets up to temperature.
