Towing Issues: appealing a tow hearing, storage fees, unlicensed driver

Question
I was towed in Riverside, CA for unlicensed driver VC12500(a), I lost my hard copy license from Indiana but it was valid, I also had a IN state ID with my DL# on it that the officers had. The storage authority reason was for the same reason VC14602.6(a) with a 30 day hold on the car. Had a hearing and lost even though i have paper work from IN stating that my license was valid at the time of tow with 0 points against me. How can I appeal the tow hearing decision? Can I due it at court when I contest the ticket? I got the car out of impound early because I switched my license to a CA and that's valid as well, just seems unjust to have to pay the impound yard when I had a valid license.

Answer
generally if you "LOSE" or do not have "in your possession" a physical drivers license then you are considered an "unlicensed driver"

That is what they do, and the California 30 day holds are quite brutal from what I hear about getting them released early. And they are also very expensive considering you have to pay for the storage fees for 30 days also. You were lucky to get it out early...

Now as to appealing the tow you might get lucky in the hearing, but remember you will be in front of either a judge or a person who looks at the evidence.
And since you did not have the license in hand you are most likely going to lose.
But you can try.
