Answer
unless there is a City set standard where they are, there is no "STATE STANDARD" for storage rates...

Alabama is one state where the towing laws are kind of wild as the State Patrol has a "tow regulation" for towers who are contracted with them and they have to meet the requirements. They also ask that the rates be filed with them once a year..

I know of a few cities who have regulated rates for police ordered tows, Northpoint comes to mind off the top of my head here...
But as far as a tow company changing prices on the tows depending on the value of the vehicle (which is what it sounds like you are describing) it appears that they are kind of "cost shifting" on their part...

Remember not every vehicle towed gets picked up by the owner or even finance companies... The lien laws in Alabama are very badly written and while the Alabama Tow Truck Association is trying to change them it is not moving fast..

As to court orders, well I am not sure about that part of the deal, but remember that possession is 9 /10ths of the law (at least the saying goes) and if the finance company really wants the vehicle they will pay it and then tack it on to the balance owed by the customer...

But again I think that the tow company would be glad to get most any vehicle out if its yard if possible cause any income is better than none.

(PS  I am in Dothan, its not a place down here ???)
