Towing Issues: towing in NC, winston salem nc, illegal parking

My sister and her husband rent an apartment in NC.  Their cars, as well as another residents, were towed on 7/9 so that the apartment compex could repave the lot, which they did not do.  Their cars were legally parked and there are no tow away signs in the lot whatsoever.  

We've had no luck finding any NC (Forsyth County-Winston-Salem, NC) laws on the towing from private property.  Any thoughts?

Well generally towing due to construction or paving kind of fall outside the normal towing issues for things like Illegal parking...

If the repaving did not happen as scheduled and the vehicles were towed then it might be possible to talk to the management or the contractor about the fees as it does not seem right...

But I doubt that it will do much good.  Was there notices given to tenants that the parking lot was going to be repaved on a certain date. Things like that might help or hinder the argument...


I know that NC also just revised the laws regarding towing from private property and I am trying to get copies of the new laws (think they changed July 1) ....
