Towing Issues: Vehicles with Expired tags, blue bell pennsylvania, tow truck driver

Question
City - Skippack (Blue Bell), Pennsylvania

We have a problem with people leaving their vehicles in our parking lot.  It would be fine, but they not only have out of state tags but also, expired registration stickers.  Many of us who live here have complained to no avail and would love to have these vehicles towed or impounded just to teach these people a lesson (most are illegal immigrants who have no insurance on the vehicle either!).  Can these cars be towed legally and can they be reported to the DMV in the state of PA?  It sounds mean, but we're tired of having my car dinged and these people getting away with not only NOT paying taxes, but not paying for insurance and registration while the rest of us have to!

Answer
I really have no solid answer for you as it seems you are a tenant in an apartment complex...

Yes they can be towed if they are illegally parked, or have expired tags, but the owner of the property or his manager - designated agent would have to set up an contract with a tow company to do the job.
They would have to sign authorizations to have the vehicles impounded also...

Now I know what you are saying, but in reality most people now are having trouble making ends meet and as such an increasing amount of people tend to skimp on vehicle issues...

Yes Pennsylvania has the inspection stickers and such and while the state does control that, I really do not know if there is a way to just tow for that reason (remember I am just a tow truck driver here in Alabama who volunteers here on the board to answer questions)...

Have you talked to the police  yet about this issue. I am not sure they can do anything being it is private property but they might be able to point you and the property owners in the right direction...

One thing I have to say is that I have tried to find laws for towing vehicles from private property in Pennsylvania and either they are lacking or they hide them really well on the Internet...

Sorry for not really having an answer, but best thing is keep on the property owners and such and you might be able to get something done.
