Towing Issues: Vehicle Towing Without Notice as to where it has gone, fly by night, piece of dirt

Question
I recently had a vehicle at a national peppy automotive chain in PA that was towed from their property because it had been on their lot 30 days. My vehicle inspection had expired and they wanted $1600 for the "required" repairs for a 1991 Mazda to be legal.  I was not informed of the policy and had actually gone there the day before to settle the bill.  The very next day my car was gone.  I do not know where it has gone or what charges it might be accruing while it is being "stored" on a piece of dirt in some impound lot somewhere.  My question is, are there any laws that require a vehicle owner to be notified within a specific amount of time that their vehicle has indeed been impounded by a towing company?  It has been at least a month and I do not know where my car is and I have not been informed officially by any party that it was towed in the first place.  I am thinking about reporting it stolen.  If you have any info or insight, I would very much appreciate it!

Answer
I would report it stolen as it seems that  you or the auto store do not know where it is...  (they  have that disclaimer of not responsible for vehicles left on the property I bet also)

Now a days there are to many shady fly by night junk trucks who just look for vehicles left in places which they  can take to scrap yards and sell with little or no paperwork...

Not saying that happened but its strange  you have not got a letter from a tow company saying it was towed...

Vehicle is registered in your name ??

You address is correct and up to date with DMV ???

Best answer I got is report it stolen...
