Towing Issues: Van towed from my home, pinal county arizona, tow fees

I have a bit of a mess.  My kids do not yet have licenses. I went to work and one of them got a hold of the extra keys and drove to the local market.  They came home and pulled into the driveway. The police were parked next door to my house and asked the driver for his license, he gave him his permit and they towed my van. Is it legal to tow it once it is parked and no longer in motion?  I live in Pinal County Arizona.  They were not pulled over or anything and had already parked.  If I'm stuck I'm just stuck but it seems that since they were already in the driveway they should have received a ticket and the van left parked.

Well, I hate to say it but the police officer did "see the crime being committed" and as such followed the rules...

Now I tried to find specific information from your area (but had a computer failure and am on a back up system without all the info I have)...   

But in many areas, laws dictate the impoundment of vehicles for operating without a drivers license and some have 30 day holds on them which the owner of the vehicle is responsible for paying in addition to the tow fees, court costs, count fines and such...

Not to mention the increased costs of insurance..


Now I hate to say it, but it sounds like this was done correctly, and while as a parent (yeah I am one also and also a kid who did this) I feel that its kind of harsh to tow the vehicle, it also keeps it from happening again...

If it was not towed, you would not of known about this happening and dealt with it "in house"
