QuestionIs it legal in the state of Florida for my car to be towed, because it had four flat tires, out of my apartment complex. They did not use a flat bed they used a regular truck and the car was basically dragged and a result is my rims are going to be destroyed.

I doubt that they towed it away on flat tires, they most likely (I was not there to see it so I really do not know how they did it so I am guessing), pulled it a short distance to allow for it to be picked up and put on dollies...
Now 4 flat tires, looks like an abandoned vehicle to most apartment managers and as such they get towed away...
I kind of doubt that the rims are destroyed but again I am not there, did not see it or do not see it. But if the tires are flat then the rims are on the ground already.
