Towing Issues: Gettin my car towed, puc office, colorado puc

Question
Thornton Co, 80229
I live in an apartment complex and last night i went out to my car to find it missing. after some thought i realized i may have parked in a spot that is a "no parking" zone however all that indicates this is a blotch of spray paint on the ground by the complex owners/operators so my question is, if i'm parked somewhere that i pay rent at and someone has spray painted no parking with no signs about towing, is it legal for them to tow my car?

Answer
I have had many questions about towing in Colorado and I have letters into several state and City departments about the issues and I am waiting for definite answers on rules for towing..

But each apartment complex does kind of control what is or is not a no parking zone... Generally along curbs in the roadways, fire lanes, handicapped parking spaces are all no parking zones...

Now one issue in Colorado is the snow and the removal of it, which either covers the no parking signs and markings on the ground. Plus given the fact that a lot of the tow away signs are a plastic type sign, the cold and wind do cause lots of them to be damaged or destroyed.

But in a practical application an apartment complex would have signs dealing with the tow aways posted at the entrances to the complex and of course you would have your "red curb" fire lanes and such.

But it does sound to me that the complex does need to do a better job of marking spaces and posting signs... Some people do try to follow the rules, but it is to hard for others to do that. This sounds like the later.

Talk to the management and see what they say, as they might be unaware of the rules required. (so I do not have them as I know each City regulates towing, along with the Colorado PUC office)

I hope I get some answers soon, as the questions are getting more common here (maybe its cause  of all the snow !!!!)
