Answer
Generally, a tow company will not respond to calls from residents, but some places allow it in the rental contracts.. I can not answer that part as it is specific to each contract between the property management/owner and the tow company.

That being said, double parking is generally illegal and will get tickets or towing depending again on the locations. Each complex handles it differently.

Handicapped parking regulations even on private property are also capable of having the police involved who will usually issue parking tickets and having the vehicle towed..

Now the fact that you tried to have it towed by calling a tow company does not help with the issue, as I see it as a bit of "revenge or Do unto others as I have been done" deal.
Now as to towing the car illegally, do you think that double parking is legal?   Of course there are several definitions of double parking, 2 vehicles side by side. Parking behind another vehicle in a space. But both of them do block traffic and roadways, and that is the whole problem I see here.   I was not there to see what the whole issue is, and as such can not specifically say "Legal or not" but it sounds as if it was a legal tow.  After all you did see a picture of it parked illegally, and the management did pay part of the fee, even though it was breaking the law.
