Towing Issues: can I tow a car parking in my assigned spot, bucks county pa, townhouse community

Question
I live in a townhouse community in Bucks County, PA with assigned parking for residents.  My spot is clearly marked with my house #.  I came home at 7:10 pm to find my spot taken.  I went back out at 7:45 pm and returned at 8:05 pm to find the car still in my spot.  Since I've noticed this car in the lot before but could not remember what house the visitor went to, I left a note stating they were parked in an assigned spot for residents and detailed where visitor parking is.  It is now 11:05 pm and the car is still there.  My question:  should I let cops handle the tow? Can I call a tow company myself to have car removed?  If so, how long do I have to wait before I can call the cops or a tow truck?

Answer
Under most laws, the tenant of an apartment or condo can not call for tows on illegally parked vehicles...

The management or security guards are the ones who usually allowed to sign the authorizations to have vehicles removed.  But depending on the agreements and leases they might provide you with the authority to have then removed.

Generally, police do have have the authority to have vehicles removed from Private Property. But some cities have rules which do allow it... I tried to check for specific information on your area and did not find anything specific..
