Towing Issues: tow truck drivers, tow truck drivers, tow truck driver

My friend was driving my car and got a dui so my car got impounded. the police called a tow truck driver to impound my car. when they arrived they arrived in a beat up suburban and three guys got out, talked to the cops, and one got in my car and drove off in it. are they allowed to charge me for towing when they didn't tow it they drove off in it? this is in California in yolo county. And if this is illegal where do i start to get my money back?

Well in defense of this board and my thoughts on this subject I am going to pass on answering this question but will offer a bit of advise.

I would go talk to the officer in charge for the police department regarding what happened... Is it legal, well that is really up in the air, and to charge well they did "transport the vehicle" to the yard...

Check with the law enforcement agency about this issue as they will have some input on this subject.

I am going to say that it raises questions with me, and I know that it will become a legal problem and as such as a volunteer on this board, I am going to pass on more advise.
