I wanted to know if you can tow a car that is constantly going off with its car alarm?

aahhh  this answer is 2 part... if you are in an apartment house / condo complex you can contact the management and have them deal with the vehicle..

Now if its on a city street, you would have to contact the local police department and have them deal with the noise ordinance violations...

As to you doing the authorization for the tow, you would need to be the property owner where the vehicle is located at. Then you would have to sign an authorization to impound form...

Best to let the Police deal with it.
