Toyota Repair: 83 4X4 fast idle, toyota 22r, stop screw

my 83 4X4 toyota 22r races at high idle when started--i have tried adjust the throttle idle to no avail--it acts like the throttle doe not reach home--the idle stop screw..acts like maybe a choke problem but cannot resolve--can you help?  thanks--john b.

There are two idle speed adjustment screws, one is for the fast idle and one for idle after the engine is at operating temperature, try to back off the fast idle screw, it's the one higher up then the idle adjustment screw, remove the top of the air filter and make sure the chaoke plate is all the way open when the engine is warmed up.
