Toyota Repair: Camry flywheel, toyota tech, starter car

Question
My '94 Camry starter jams and 'scuffs' on cold first starts, but only on very cold first starts. The rest of the day it's fine.
192K on the car. Runs beautifully, but my tech says the flywheel is gone. In truth, I checked with another forum and
their guys say no, it's the starter. Car has an almost new rebuilt in it. My tech is stone convinced the Camry ate the flywheel. As a Toyota tech, what do you recommend.
The cost to R&R it would be prohibitive.
Thanks

Answer
Have the starter removed, then the flywheel can be inspected theough the opening where the starter goes by rotating the engine slowly while looking at the ring gear on the flywheel, if the flywheel gear is the problem it should be very obvious because some of the teeth on the ring gear will show damage and if so have them show it to you.
