Toyota Repair: 93 Pickup speedometer, speed sensor, cruise control

93 SR5 pickup with V6 engine; 170,000 miles; Speedeometer won't work until I have driven 5 miles or more, then starts working. After setting a while it takes another bit of travel to come alive again. Odometer & Tach & guages all work fine. Took out the cluster and the screws holding the speedometer were slightly loose but tightening them up was no help. Any clue? (The cruise control quit working about 2000 mile prior to the speedo problem. Are they, perhaps, controlled by the computer & the problems are related?)

If the speedometer acts irratically the cruise control will not work, my suggestion would be to replace the speedometer unit, since the odometer receives it's information from the speed sensor and it doesn't seem to affect the odometer then I would rule out the speed sensor as the problem.
