Toyota Repair: 99 Tacoma 2.7 Excessive EGR, broken wires, egr system

Little background,thing has 138,000 miles on it, just did a fresh valve job on it to cure burnt valve syndrome. Thing runs better but engine light still on for excessive egr (p0402) tested egr with vacuum seems to work (engine runs rough when vacuum is applied). I saw another post where you said the egr temp sensor could be culprit, how do I test it, I checked for obvious stuff like broken wires didnt see anything. I find it hard to believe the egr valve itself is not working unless exhaust is blowing past? It seems to have a little hesitation in the morning before it is fully warmed up. What do you think?

The way to test the temp sensor is to connect a scantool to the computer after the engine is warmed up to read the data and see what the temperature is that the sensor is sending to the computer, it should be around 300 degrees, with the rest of the egr system working if the temp is too low the sensor should be replaced.
