Toyota Repair: Premature Bushing Failure, control arm bushing, independent shop

After 38, 562 km over three years, I have been told I need to replace the Left Front Lower and the Right Lower Control Arm Bushing in my Sienna van.  The service person said it was the roads I drive on in my city.  Is this really possible or are they covering for poor parts?

This does not sound right, these bushings normally last much longer, I don't think I have ever had to replace any of them, unless the van was in an accident of some sort I don't see the reasoning for this, I would recommend getting another opinion from either another toyota dealer or an independent shop.
