Toyota Repair: 1994 Camry P0753 code., voltage connections, control voltage

Question
I have had solenoids 1 & 2 replaced.  Transmission still not downshifting to lst gear.  My next step (should have done before replacing the solenoids) is to attach monitor wires to solenoid 1 and 2 control voltage connections (at the transaxle).  Is there a way to override the "FAIL SAFE FUNCTION" of the ECM so I can read the solenoid 1 & 2 voltages under normal operation?
