Toyota Repair: 1987 Camry heater problem, camry v6, heater hoses

1987 camry , V6 four cam, heater not working. about a week ago my wife came to me and said the car was not running right and she thought it needed  a tuneup. Upon inspection it was found to have less that one quart of oil and one gallon low of coolant. I dont know how the motor did not blow up! She also said that the heat had stopped working some time back. the motor runs at normal tempuatures, the electric fans come on and off as they should and the heater hoses get hot. I took off the upper heater hose and blew through it with an air line thinking the core may be plugged. The coolant came out without a problem. I moved the valve on the heater hose by hand to see if it works and it does. I can not get the cable attached to this valve to move no matter what controls I use or if I try to force it by hand. All the electic heat/ac controls are working and still no heat at all. is it possible to have a door in front of the heater that is not opening? I cant figure this one out and normally I can fix just about anything.

Locate the other end of the control cable it's either on the left or right side of the heater housing,and disconnect it and see if the control knob on the vent control can be moved, if not the heater control assembly needs to be replaced, if it can be moved from cold to hot, try to move the lever on the heater housing it could be stuck.
