Toyota Repair: Automatic shoulder belt, shoulder belt, retractor

Question
Since my 1991 Camry was flooded in a tropical storm the passenger side automatic shoulder belt has not worked.  I understand parts of the system are in the door post.  Is there a part near the bottom of the door post that would be damaged by water and prevent the automatic belt from operating?  The water got several inches deep in the car, but not as high as the bottom of the doors.

Answer
The motor that operates the retractor is located near the bottom of the center door pillar so the problem may be there.
There is also a small computer in the center console that controls the seat belt operation, if water got in there it will cause problems.
Try to access the motor and apply 12 volts to it to see if it moves.
