Tractor Repair: Stumped on a repair???, head gasket, international tractor

Hello, I have a 1959 International tractor (serial #10995 and model #B275 Diesel) that I'm trying to get running.  It's a rebuilt engine.  It starts perfect and runs for one minute.  Then it begins to start smoking white and quits.  If I wait 30 seconds, it will start right up again and quit in the same manner.  When it quits, the head is hot and the block is cool.  There are new sleeves, pistons, rad, rings, water pump, and head.  There's also a new piston style injection pump. It's not burning any antifreeze, the head gasket is good. It's got lots of fuel and lots of compression.  Do you have any idea what's wrong?

  Weird.  The fact that if you wait 30 seconds it will restart makes me think that there is a restriction in the fuel system.  When you say that you have lots of fuel, do you mean the flow from the tank, or at the injectors?  Was the fuel filter replaced and the system bled thoroughly?  Could there still be air in the fuel system somewhere?  If you don't wait 30 seconds to restart it, will it try to start?  If it won't restart, is there any smoke coming out when you try to start it?  If not, then there is no fuel.   Loosen an injection line at one of the injectors and see if there is fuel squirting out as the engine quits.  Then you would know for sure if it is fuel related.  I've see a lot of weird things.  Debris in the tank that blocks the outlet and shuts the engine off, and then a minute later the fuel flows freely again.  Fuel filters installed incorrectly.  Air intake hoses collapsed, etc.   Does it slowly die or does it stop abruptly like it is being snubbed?  Does it have good oil pressure?  If it only runs for a minute, then obviously it can't be overheating even though the head feels hot.
