Tractor Repair: Removing starter, 8n ford tractor, flywheel teeth

I am trying to remove a starter from a 1949 8n ford tractor and I can't get it past the fly wheel.  What can I do?

it should come out straight forward enough.is the starter loose as some had 2 bolts holding them and more had 3 bolts.the only other thing i can think of is that the bendix has disentigrated and is catching in the flywheel teeth first try turning the engine by hand to see if it frees it up after that you might have to be rough with it and use a tyre lever to get it out
