my ford 8n has been sitting for about a year i recently started it up and the clutch wont work its very low on hyd oil could that be the cause or is it just frose somehow

  No, the oil level has nothing to do with it.  From sitting so long without being used, the clutch disk has rusted to the flywheel.  Sometimes they can be broken loose by getting them started in gear and then hitting the brakes hard while holding down the clutch pedal, but since an 8N doesn't have much of a braking system, they usually don't work well enough to do the job.  You could try chaining the tractor to a tree and letting the wheels dig until the clutch finally breaks free.
