Tractor Repair: 1963 ford tractor 2000, ford tractor, throttle lever

i have a 4 cylinder ford 2000.....when i pull the throttle past 1/2 way to full throttle....the tractor surges..on the level, load and no load...and even coming up a hill ...it still surges...like something may be wrong with the governor.....what should i do first...the governor seems to work...could it be and adjustment

Hello,

  First, disconnect the rod between the carburetor and the governor.  Open the throttle butterfly on the carburetor to full open position.  Move the throttle lever to full open position.  Adjust the length of the rod so it can be connected without moving anything to make it line up.  If that doesn't help, the governor will need repairs.
