Triumph Repair: Carburetor, webber carburetors, triumph spitfire

I have a 1976 Triumph Spitfire.  Does anyone manufacture a California Street Legal Carburetor for this car?  The ones I have found do not have a port for the EGA valve. I have looked at the Webber Carburetors and have noticed that there is a spot where a port can be drilled into the manifold before the gas stream is split.  Is this a legal modification in California which will make a non street legal carburetor legal?

There is a street legal carb for the '76 Spitfire in California.  

It's the Stromberg CD150.

From what I understand of California emissions there are no substitutions allowed, regardless of what ports you can drill into the carb.

You might try to fit an HIF44 SU and hope it doesn't get noticed.
