Which Triumph are you working on?  I'm going to guess Spitfire, correct me if I'm wrong.

The Spitfire quarter panels are spot welded together, look for the small depressions in the sheet metal.  You can either drill out or grind out the welds, or buy a spotweld cutter.  It's essentially a small hole saw (1/4" or 3/8") designed just for the job.

Or you can cut off the bad panel and grind away the remains of it's flange from the part that remains.
