Ira, thank you for your question.  If your hood is already open, then the only way thing to do is to get a new hood latch. If the hood is in the closed position, the only thing to do is to cut the latch handle on the outside.  Usually what fails is the cable to the latch.  I have a write up on the latch at http://wolfsburgii.e2u.cc/fhoodl.htm  if you have any more questions let me know.
