Volvo Repair: cold and wet volvo, door latch, brush assemblies

Hi, I have a 95 850 turbo wagon and we had a snow storm last weeks so I didn't drive but I did start the car and it started right up, no problem...THEN two days later it wouldn't start. So, tried jumping it, it sounds like it's turning over but not catching. I took the battery out and had it tested, they said my battery was fine.  Now this is not a new problem, almost the same exact thing happened last winter and after a lot of rigamaroll it WAS the battery. So this time I want to make SURE it's not the battery or something else simple. I suspect there's an electrical problem. As soon as the weather got really cold/wet the locks go crazy and go up and down and then unlock by themselves. Not cool. Once it didn't start then after a lot of cursing and a few minutes it started. If you have ANY advice or ideas I would be very happy.
PS The locks do the crazy thing intermittenly through out the year when it's raining (I live washington) but the not starting issue is only when it gets really cold and wet. HELP!!! Thanks.

 They are VERY fussy about battery voltage. I would have the starting and charging systems tested on car. You might have an intermittent alternator charging problem that is not keeping the battery full. Usually the voltage regulator/brush assemblies go bad. To be safe, go with a new battery if testing confirms nothing.
 The charging issue can cause your lock problem. More likely though is the driver's door latch switch inside the latch. Try lubing it thouroughly and cycle with the key and open and close a million times in between sprays. The latch is the "box" on the door side. You may need to replace it. HTH
