Volvo Repair: 2004 C70 Headlights, etc. fail in cold weather, unrelated systems, fog lights

Hello and thank you for taking my question.
In cold weather my headlights, blinkers, seat heat, fog lights, rear window defrost and seatbelt warning lights do not come on until the car has been driven for about 40 minutes.  It went from a 20 minute warm up time to the 40. At idle it takes much longer.
Do you have any suggestions?

  Colette, (love that name) My suspicion is that you have a ignition switch going bad. Try wiggling the key and or turning it slightly while running and see if those accessories pop on. If so, replace the ignition switch.

 Ok, we are looking at two different unrelated systems here. I would try a headlight switch to take care of the lighting.
  Seat heat, defrost and seatbelt warning light "may" be on the same circuit? Not sure without a schematic.
  Defrost, I would check out the switch first. Seat heating, switches then heating element or thermostat in seat bottom. Seat belt, switch where latch goes into. The side that's bolted to the floor. Check the wires there also where they feed through and under the carpet. HTH
