Volvo Repair: Speedometer - 92, speed ometer, speedometer needle

I have a 1992 240 Sedan.  Bought from some friends in the Junk Yard business.  Wrecked rebuilt - Left Front.

Originally had the wrong Instrument Cluster, obtained the correct one.  Neither the odometer or the speed indicating needle are functioning correctly.  One other quirk.  The air bag steering column has been removed and subbed with appx an 86 or 87 column and steering wheel, with the airbag wires dangling.  I've looked at the schematics, the ABS/speed- ometer sender connections and the leads for the airbag all seem to be intercon- nected on the ground side.  

ABS appears to be working, no light indication on the dash (haven't checked bulb).  I bought a second cluster to double check.  At best the speedometer needle bounces and reaches a high of 20-25 MPH indicated.  The odometer barely moves.  Now nothing is moving.  I've even disconnected the ABS plug and sparately jumped the ground, in order to have a complete circuit for the speedometer without the ABS computer and nothing.  Both clusters were bought used.

Just about at wits end, trying to get this working.

I have never done anything with the sender, other than verify that the connector was clean and not corroded.

Any ideas will be much appreciated.  This is my fourth 240 (82, 84 GLT, 86 Wagon & the 92 Sedan) including a 240 Turbo, but it's been the most frustrating due to all of the electronic addons.  The simplicity has been lost.

  Hello Ed,
              Interesting history Ed...I don't know where to start...
           I seem to have forgot where the speedo sensor is on that car...but you can be sure that you must inspect and be certain that it is a fully working part of the system.
           I don't think the speedo is related to other systems in steering column.
            Ed,if all else fails...get out the Ohm-meter.
