Volvo Repair: Volvo ABS light, amp fuse, volvo 760


Question
I have a 1988 Volvo 760, 232K miles.  Occasionally, more when the weather is cold, the ABS light stays on after I start the car.  If I turn the key off, and then back on a couple of times, the light will go out. The ABS works fine as long as the light goes out.   

I get the brake fluid changed every 30K miles.

Is it a relay, a connection, or something more expensive at fault?

it could be a bad ignition switch especially if other items like windows and radio also do not work.if they do then it could be a problem in the transient surge protector.which is like a relay this is under the drivers side of the dash and is silver and has a red 10 amp fuse in it.it is I believe attachet to the brake pedal bracket area.
