Volvo Repair: 92 Volvo 240 wont start., volvo 240, dash lights

I have a '92 Volvo 240 4DSD with 115,000 miles on it.  When I turn the key in the ignition all the dash lights come on but I get nothing from the engine.  No cranking, no sound at all.  The battery is fairly new and the headlights come on strong.  All the electrics work well.  Two years ago I replaced the starter.  What do you think it could be?  Do you think it could be the starter again?  Thanks.

it could be the starter but it may alos be the nuetral safety switch.which is locatede under the shifter cover.be sure the pin on the shifter is in the switch properly.the shifter has a pin that sits between a white piece that has a contact on it for the nuetral safety switch.sometimes the pin gets moved out of the switch.
