Cadillac: 83 Coupe. 4100, bad cats, coupe deville

1983 Coupe deville,4100 digital f.i. Having some smoking from the tail pipe. Trying to run the codes and get a "51". What is this? PROM fault? If so, what is the PROM? and how to fix it? Any ideas on the smoke? Could bad cats cause this?
