GM-GMC: 2001 Savana, damp weather, weather change

My 2001 Savanna has 201000 miles.  I took it to be smogged and it passed without trouble.  I took it home, parked it in the drizzling rain for a week and tried to start it, but it just won't start.
It has 65 PSI on the fuel rail, the fuel pump runs a few seconds and stops (like I I think it should).  There's about 200 PSI compression on the #5 cylinder, and when cranked, the spark on the  #5 plug appears to come when the compression is rising on the gauge.

All fuses are tested OK.  The distributor cap had crusty stuff on the electrodes; I gently scraped them off.  Just a pop, just once in a while.

It is not uncommon for those engines to have problems starting in damp weather.  Change the cap and rotor, scraping the crusty's off won't give you enough spark.  Depending on how long you have tried to start it, you may need to change the plugs if they are fouled.
