ANSWER: Silvio,
Then Central locking system may have a vacuum component that is leaking down. I would look for a vacuum leak.
The windshield washer spray is controlled by the washer motor that is mounted to the water holding tan,.
I would check for a blown fuse, bad wiring or bad washer motor.
If this vehicle has climate control that blends air The control module may be bad. If it has a mono valve to control the water to the heater box then it may be stuck in the open position.
If the thermostat inside the vehicle is stuck, it would call for full blower. It the sensor is working properly then when the proper temperature is reached, it would scroll back the blower rpm to help lower the noise level.

Good Luck

Answer
On my 420sel there is a fire divider pocket at the fire wall. The monovalve resides about the middle of this pocket. It has electrical connections to a multi port valve with hoses going to anf from.
The dealer wanted 200.00 for this valve, an independent supplier wanted 145.00 USD. I found a new unit on EBAY and purchased it for 10.00.
When it came time ti decide about the install, I decide to just replace the electrical plunger component, because I figured that removing the valve would cause breakage in some of the hoses. This valve design was vertical with screws holding in the internal components. I just removed the screws and lifted out the old component and dropped in the new part with gasket and reinstalled the screws.
The old parts were gunked up with antifreeze sludge and could probably been cleaned up.  You may be able to remove the internal unit and clean the inside of the valve, but I cannot make that decision for you as separating the valve could also create additional problems.
I cannot offer a thermostat location, because I do not have date on your vehicle.
Sorry, and good luck
