Oldsmobile/Buick: 96 Olds Achieva Crank But no start, olds achieva, starter solenoid

This is a very low mileage 38,000 mile 1996 Old Achieve with 2.4 engine auto with overdrive.   This in an  intermittent  problem.  It has happened on one other occasion.  Both day it was cold out, roughly 20-30 deg.  When trying to start the car, it will crank.  The car wants to turn over, but does not.  It almost caught once.  While the key is in the ignition in the run position, the check engine light flickers, Speedometer jumps around and several relays can be heard in the engine bay clicking.  Two of the relays are on the firewall and the other source of clicking can be heard near the drivers side of the engine. The battery is good/voltage.  I have no clue.  Thanks for any help.  I'm not sure where to begin with this.

Its almost a whole host of things .

1. Have the battery checked at one of your local auto parts stores . ---->

2. The Alternator - If the alternator isn't charging the battery then you may get just enough juice to start but not enough to sustain .

3. I'd lean towards the Starter , Solenoid or Engine ground but sounds to me like your battery needs to be looked at . If the car begins to crank but then hummmm and grind then a safe bet your starter may have had it .

I had a 83 cutlass that wouldn't turn over even after the car was out on the highway . Then it ended up dying right in the middle of the road . Bad Alternator , which in turn killed my new Battery .
