Volvo: XC 70 Seat Belts, passenger seat belts, volvo volvo

Hi Ray, I own a 2006 XC70 AWD Wagon with 26,000 miles. Around 15,000 miles the edges of the driver's and front passenger seat belts started to fray which I found highly odd as I am the sole driver during the week, with an occasional passenger.
This is my 3rd Volvo, "Volvo for Life" as they say, and I have never experienced this before with my other sedans or wagons. I brought it to the attention of the service manager when I went in for my 25K tune up. He said he's never heard of such a thing and perhaps there were "outside forces" (His phrase!) as I must somehow be misusing/abusing the seat belts. He referred my complaint to the district manager who sounded as skeptical as the service manager, and stated that my dog must be chewing on the belts when I leave him in the car. I assured him that we have a barrier grill and we keep the dog harnessed in the tail gate area, not to mention we have only had the dog for the past few months and this first started showing wear 11,000 miles ago. Any suggestions as to what might be causing this, as well as any thoughts on handling the district manager? Have you ever had complaints regarding the materials used to fabricate the belts? I do on occasion see a belt with wear, but those are mostly older cars. Maybe the dealer and district manager are just trying to get out paying for the repair. I really do not know what they saw. You might try making another appointment with the district manager to find out what he thinks was the fault. It should be somewhat visable if the wear is chaffing or chewing. If the complaint was noted on a work order when the car had 15K on it, I would think they should pay at least part of the bill.
