I bought this car from a friend a few years ago and the friend told me that every now and then it will stop. When this happens, I should unplug the fuel pump relay and reinstall it and the car would start back up. This was the case for a couple years. However the amount of time between stalls started getting shorter and shorter. I put a new fuel pump relay in a few weeks ago and the car ran fine for a few days. One day it stopped while on a short trip. After waiting about 15 minutes it started again but only went a quarter mile and stopped again. This happened about three times before I decided to have it towed home.

Today I disconneded the wires to the external fuel pump and connected a volt meter between them while my wife tried to start the car. The volt meter showed about 9.9 volts. I reconnected the wires to the pump and placed my hand on it while she tried again to start the car. I could not feel the pump vibrating at all.

Is 9.9 volts adequate voltage for the pump?

No that is low voltage to operate a pump. There has been known wire harness problems in the engine compartment. Before going too far with the harness make sure the car stalls due to the lack of fuel before investing too much looking at the harness. If still in doubt try renewing the fuel pump wires.
